Zambia’s Post-Election Crackdown Must End Immediately, UN Special Rapporteur Warns

Zambia is facing a deteriorating human rights and democratic environment following its general election, the United Nations Special Rapporteur on the rights to freedom of assembly and of association, Gina Romero, said in a statement issued from Geneva on 02 September 2026. She has urgently called on the government to uphold democratic integrity, safeguard civic space, and immediately halt the criminalisation of political dissent.

Concocted charges of treason, a capital offence, against senior leadership of the opposition alliance set a dangerous precedent, Romero’s office said. The violations documented include widespread intimidation and the alleged arrest of hundreds of opposition supporters, many held beyond legally mandated timeframes without formal charges being brought against them.

Alongside documented instances of voter intimidation, assaults and abductions, the escalation of violence and loss of life, including that of a former cabinet minister and a polling agent, requires immediate international scrutiny, the statement said.

Romero noted that concerns over attacks on political opponents were not new. Her office had already raised the matter through an earlier official communication, and she remained in contact with the government over warning signs identified in the months ahead of the general election. A separate expert, the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, had also flagged similar concerns in the key findings of a report issued in 2025.

“This crisis reflects a broader pattern of shrinking civic space,” Romero said. “The pattern of restrictions includes arbitrary arrests of opposition leaders, parliamentarians, and civil society actors on charges that were often disproportionate and legally ambiguous.”

The ongoing crackdown was further illustrated, the statement says, by the government’s de facto cancellation of RightsCon, the world’s premier gathering on technology and human rights, days before its scheduled start in Lusaka. The office attributes the withdrawal to administrative decisions and alleged foreign political pressure. It argues that arbitrary detentions, disproportionate charges including sedition and espionage, and restrictions on peaceful assembly amount to direct violations of international human rights standards under the International Covenant on Civil and Political Rights.

“A healthy democracy requires that all voices, including opposition members, religious leaders, civil society actors, and journalists, speak freely without fear,” Romero said. “Authorities must release all political detainees, respect fundamental freedoms, and restore democratic accountability.”

The Special Rapporteur’s office says it remains in contact with Zambian authorities on the matters raised. No formal government response to the specific calls made in the statement had been recorded at the time of publication.
